Baden-Powell escribió en junio de 1914:

Primó desde el principio las opiniones de los comisionados y de los scouters hasta que en septiembre de 1918, Baden-Powell publica un folleto llamado Reglamento de los Rovers donde entre otras cosas, se menciona:

La primera ocasión que tuvieron los Rovers y el Movimiento Scout en conjunto de presentarse ante el público, fue durante el Jamboree Mundial de Olimpia, en agosto de 1920.
